One of the important objectives of Canadian immigration is to allow families to reunite. The family sponsorship program is there so that permanent residents and citizens of Canada can invite their immediate family members to apply for permanent residence in Canada.
Only immediate family members of a Canadian citizen or permanent resident can apply for PR under the family sponsorship program. This includes a spouse or common-law-partner, dependent children or children of dependent children, and parents or grand-parents
Spousal sponsorship application is available for spouse of common-law-partners of Canadian citizens of permanent residents who married a non-Canadian or have been in a common-law relation with a non-Canadian for at least a year.
